Steve Fortner was born June 6, 1950, in Covington, Kentucky, the 3rd oldest of nine children. His parents, Paul and Eileen Fortner, were devout Catholics, with his father having converted to Catholicism early in their marriage. Steve attended Catholic schools through the first twelve years of education. Upon graduation from Covington Catholic High School in 1968, Steve decided to enlist in the Naval Submarine Service for six years. After a year of formal Fire Control electronics training at the Guided Missile School at Dam Neck, Virginia Beach, Virginia, he received orders to serve on the USS Simon Bolivar (SSBN-641) Blue Crew, stationed in Charleston, South Carolina.
